Minutes of April 2004 SCC meeting

No quorum at April 2004 SCC meeting. Much of meeting was spent discussing revisions to the document on conflict resolution—Charlie Pillsbury was at the meeting. Charlie will incorporate changes suggested at the meeting into a revised document to be presented to the May SCC meeting.
